What difference does the participation of NGOs in government technology program make?

This talk takes on the question by investigating the contributions NGOs have made to the Feed-in Tariff (FIT) program in Korea. 

The self-reliant lifestyle, the principle of on-site generation & use and frugal consumption of energy,

practiced by environmental NGOs has the potential to break user lock-in of the current energy system. 

Through participation, NGOs were able to shape the FIT to support small scale Solar PV power generators

that might transform social conventions of energy generation and consumption behaviour, playing the role of green lead users. 

Although the capacity of small scale power generators is very marginal, they are the difference NGOs’ participation has made.
